The Position


The Contra Costa County Animal Services Department is seeking qualified individuals to establish an eligible employment list to be used to fill two (2) full-time permanent Animal Services Lieutenant positions. The Animal Services Lieutenant, under the direction of the Deputy Director of Animal Services, is responsible for planning, coordinating and supervising field activities and the operations at the Animal Control Centers. This includes supervising and evaluating subordinates; conducting training; answering complaints; assisting law enforcement agencies in serving search and arrest warrants; analyzing and evaluating data contained in daily reports, citations and notices issued; citizensí complaints and other related work as required.




The employment list established as a result of this examination may remain in effect for twelve (12) months.




Typical Tasks:
Plans, coordinates and supervises field and Animal Services Center activities for Animal Services Sergeants and Animal Services Officers
Works as a field supervisor
Supervises and evaluates subordinates in all work assignments including techniques of handling and caring for animals, recognition and identification of common diseases and proper disposal methods
Develops and administers employee work and time off schedules
Plans, coordinates and supervises the Department's Potentially Dangerous Dog and Dangerous Dog programs
Conducts training programs for subordinates, including firearms safety and accuracy qualification training
Responsible for citizen's complaints that have not been resolved at the Animal Service Officer or Animal Service Sergeant level
Provides information on State and County laws pertaining to animal control and licensing to the public and other government entities
Assigns necessary vehicles and other equipment and schedules vehicle maintenance
Conducts on and off site scheduled and unscheduled observation of Animal Services Officers
Assists law enforcement agencies in serving various search and arrest warrants
Serves as a member of a law enforcement "entry team" during property searches and arrests of criminals where potentially aggressive animals are present guarding the property
Makes periodic inspections of the department's facilities to ensure that animals are properly cared for and that the staff are carrying out their assigned responsibilities
Analyzes and evaluates daily reports, citations and notices issued, citizens' complaints data and other related material for area supervised
Prepares reports of findings and makes recommendations for appropriate changes
May serve and as a corroborating witness in court actions
Reviews court cases involving ordinance violations, ensuring that correct procedures are followed and that subordinates are prepared to appear in court
Reviews and approves firearms reports
Prepares and reviews criminal reports for thoroughness and accuracy for submission to the District Attorney

Minimum Qualifications:
License Required: Possession of a valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's license will be accepted during the application process.
Education: Possession of a high school diploma, G.E.D. equivalency or high school proficiency certificate.
Experience: Three (3) years of full-time (or the equivalent of full-time) experience in a jurisdiction responsible for licensing, housing of animals and field enforcement of State and local animal control laws and ordinances, as an Animal Service Officer or an equivalent classification.
Substitution for Experience: Two (2) years of full-time (or the equivalent of full-time) experience as a law enforcement officer will substitute for the three (3) years of experience. Within the last five years, must have held a POST Certificate that meets or exceeds level II.




SPECIAL REQUIREMENTS
Minimum Age Requirement: 21 years.
Background Check & Psychological Evaluation Requirements: Must successfully pass a thorough background investigation and psychological evaluation conducted to the specifications of the State of California Commission on Peace Officers Standards and Training (P.O.S.T.) and have no felony convictions in California or any other state or federal jurisdiction, or any conviction in any other state or federal jurisdiction which would be a felony in the State of California.
Physical Requirements: Must meet such physical and psychological health standards as prescribed by the County Medical Consultant.
Firearms Qualification: Must maintain the authority to legally possess firearms, throughout employment. During employment with Contra Costa County must maintain firearms proficiency according to the Department standards
Certificate: Possession of a California Peace Officers Standards and Training (P.O.S.T.) P.C. 832 Module A Certificate. Within the first 18 months of employment, appointees must also successfully complete a California Peace Officer's Standards and Training (P.O.S.T.) Certified P.C. 832 Level III Module or the equivalent.

3. Oral Interview: An oral interview will be conducted by a Qualifications Appraisal Board in Martinez, CA. The Board will evaluate candidates in job-related areas. Candidates must receive a rating of at least 70 from a majority of the Board members to be ranked on the employment list. (Weighted 100%)

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
