The Position

The Contra Costa County Animal Services Department is seeking qualified individuals to establish an eligible employment list to be used to fill one full-time permanent Animal Services Sergeant position. Under the direction of an Animal Services Lieutenant, Animal Services Sergeants will be expected to provide lead direction to Animal Services Officers, perform more complex animal control functions and assist in the training and evaluation of Animal Services Officers. Typical tasks include coordinating and supporting all field activities for Animal Services Officers; coordinate and participate in training programs for subordinate employees; receive and resolve citizen complaints; explain State and County laws relating to animal control and licensing to the public; and other related work as required.

The employment list established as a result of this examination may remain in effect for twelve (12) months.

Typical Tasks:
Provides lead direction to Animal Services Officers doing field animal control work
Acts as lead person on livestock details involving multiple animals
Assists in the training and evaluation of subordinate Animal Services Officers
Represents the department in contacts with media, police agencies, the post office and other governmental agencies
Answers complaints concerning animals and takes appropriate action
Patrols an assigned area
Impounds strays
Explains and enforces state and county laws relating to animal control and licensing
Issues violation notices and court citations and appears in court as complaining witness
Investigates and takes appropriate action to prevent inhumane treatment of animals
Transports sick, injured or dead animals to the Animal Services Center
Assists in keeping the Animal Services Center clean and orderly
Assists in separating all animals that show signs of rabies or other disease
Assists in cleaning and disinfecting facilities and equipment
Assists the public in the claiming or the adoption of animals
Assists in keeping animal records
Investigates and properly quarantines biting animals
Captures or kills, as necessary, suspected rabid and/or unrestrained vicious animals
Subdues dangerous animals in order to allow police officers to perform their duties

Minimum Qualifications:

License Required: Possession of a valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's license will be accepted during the application process.
Education: Possession of a high school diploma, G.E.D. equivalency or high school proficiency certificate.
Experience: Eighteen (18) months of animal control field enforcement experience.

Minimum Age Requirement: 21 years.
Background Check & Psychological Evaluation Requirements: Must successfully pass a thorough background investigation and psychological evaluation conducted to the specifications of the State of California Commission on Peace Officers Standards and Training (P.O.S.T.) and have no felony convictions in California or any other state or federal jurisdiction, or any conviction in any other state or federal jurisdiction which would be a felony in the State of California.
Physical Requirements: Must meet such physical and psychological health standards as prescribed by the County Medical Consultant.
Firearms Qualification: Must maintain the authority to legally possess firearms, throughout employment. During employment with Contra Costa County must maintain firearms proficiency according to the Department standards
Certificate: Possession of a California Peace Officers Standards and Training (P.O.S.T.) P.C. 832 Module A Certificate. Within the first 18 months of employment, appointees must also successfully complete a California Peace Officer's Standards and Training (P.O.S.T.) Certified P.C. 832 Level III Module or the equivalent.

2. Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.

3. Oral Interview: An oral interview will be conducted by a Qualifications Appraisal Board in Martinez, CA. The Board will evaluate candidates in job-related areas. Candidates must receive a rating of at least 70 from a majority of the Board members to be ranked on the employment list. (Weighted 100%)

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
