POSITION OBJECTIVE
Provide direction, coordination, and administration in the program management, design, and construction of projects related to stations and facilities for Capital Engineering. Ensure that appropriate stakeholder requirements and requests are adequately addressed in the development and deployment of the projects.

RESPONSIBILITIES
Supervise project management staff and perform project management duties for the program management, design and construction of stations and facilities in the Capital Program Division.
Develop and monitor budgets and schedules.
Oversee the coordination of internal and external review and approval of design plans to ensure stakeholderís input to final construction.
Work with Contract Administration and Legal departments to negotiate contracts, agreements with outside entities and change orders on Capital Projects.
Provide technical assistance to other railroad departments such as Executive, Legal, Operations Services, Maintenance of Way, Planning, Government Relations and MTA Real Estate.
Review and comment on scope development for station and facility projects.
Work with third parties in the coordination and protection of railroad interests involving projects adjacent or over the railroad.

REQUIRED QUALIFICATIONS
Familiarity with state, federal and industry codes and/or standards.
Familiarity with transportation operations.
Excellent interpersonal skills.
Excellent skills to speak effectively in a group setting and make formal technical and non-technical presentations.
Strong verbal and written communication skills.
Strong ability to negotiate contractual issues.
Strong leadership skills with the ability to foster team work and motivate staff.
Strong working knowledge of Program Management, Construction Management, Safety, QA/QC, Construction Contracts.
Personal abilities of self-starter and persistence are essential.
Knowledge of MS Office Suite and/or comparable applications.
Knowledge of Budget processes.
Valid Driverís License.

PREFERRED QUALIFICATIONS
Familiarity with Metro-North Railroad and the MTA corporate and organizational structure.

REQUIRED EDUCATION/EXPERIENCE
Bachelorís Degree in Engineering or related field.
Minimum of seven (7) years of experience in transportation expansion, engineering/architectural projects, program management, project management and/or construction management.
Minimum of five (5) years of experience managing a professional staff.

PREFERRED EDUCATION/EXPERIENCE
P.E. license

OTHER INFORMATION
This is a safety sensitive position and subject to toxicological testing.

SELECTION CRITERIA

Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing.

For applicants who are current employees, you must be in active service and have worked in your present position for at least one (1) year to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, plus on-the-job training, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.) in order to be eligible to transfer. If you are transferred, you may be required to forfeit your seniority in your present occupation. In addition, Metro-North employees are subjected to an internal investigation, which includes an evaluation of their safety and discipline records and their performance assessments.

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $91,821.00 or if you hold a position designated as a policy maker.
