The Department of Budget and Management is hiring a Chief of Procurement to manage the DBM Procurement Unit. The DBM Procurement Unit is in the Division of Procurement Policy and Administration in the Office of the Secretary.

The Department is the State of Maryland’s control agency for Services Procurements. As such, the Department’s Procurement Unit is responsible for the oversight of Services Procurements conducted by most State agencies. Additionally, the Procurement Unit conducts procurements to meet Departmental operating needs, and for select services needed by all State agencies.

This is a management service position that serves at the pleasure of the appointing authority.


JOB DESCRIPTION
The Chief of Procurement supervises the DBM Procurement Unit which includes nine (9) Procurement Analysts and two (2) administrative staff who prepare the Department's Board of Public Works (BPW) agenda. As the control agency for Services Procurements, the DBM Procurement Unit reviews and approves Services solicitations and contracts for other State agencies, and processes agenda items for those contracts requiring BPW approval (approximately $1 billion in awards annually). As the DBM procurement unit, the unit also conducts procurements to support DBM operating needs. These procurements typically are large dollar procurements (approximately $1 to $3 billion in awards annually) and include a variety of services such as Employee/Retiree health benefits contracts, consulting and actuarial services, fleet management services, travel management services, occupational medical services, and debt collection services. The resulting contracts are managed by the respective DBM operating units. The DBM Procurement unit also conducts statewide procurements for select Services needed by all State agencies such as foreign language interpretation and translation services, visual communications services for the deaf and hard of hearing, and audit services. These contracts are managed by the DBM Procurement Unit. The desired candidate will have strong interpersonal, written and oral communication skills.


POSITION DUTIES
Managing the day to day operation of the DBM Procurement Unit which includes assuring that staff successfully handles their respective assignments and procurements, and upon occasion, actively participating in drafting specifications for and conducting certain high profile procurements.

Serving as a State-wide resource on Services Procurements.

Maintaining positive relationships with DBM operating units and State agencies while assuring successful procurements.

Providing guidance and training to DBM staff and State agencies on the proper conduct of procurements to assure compliance with COMAR Title 21, Board of Public Works Advisories, and best practices.

Attending meetings of the Procurement Advisory Council as well as the Council for the Procurement of Health, Educational and Social Services and serving on ad hoc committees as needed.

Attending Board of Public Works meetings to respond to issues related to DBM’s agenda.

Preparing fiscal notes and position statements concerning procurement legislation and occasionally testifying before legislative committees on procurement legislation.

Skills:  
MINIMUM QUALIFICATIONS
Education: The candidate should possess a bachelor's degree from an accredited college or university.

Experience: Five (5) or more years of experience in government procurement, including experience with best value procurements.


DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that candidates have:

A graduate degree from an accredited college or university.

Three (3) or more years of experience supervising or managing government procurements.

Experience with Code of Maryland Regulations, Title 21 (COMAR), or Federal Acquisition Regulations.
