The Alcohol, Drug Addiction and Mental Health Services (ADAMHS) Board of Cuyahoga County is seeking a Database Specialist who, under the supervision of the Director of IT, processes, distributes, analyzes, and reports upon data derived from internal and external sources. Maintains, oversees, and documents current and future datasets, databases and database management systems. Responsible for analysis, development, deployment, and maintenance of software applications used to collect and process data.

This is an excellent opportunity for a qualified individual to work for a quasi-independent part of county government, which is governed by a volunteer Board of Directors. The Board has the legal responsibility and authority for the provision of mental health and addiction treatment and recovery services and contracts with provider agencies to deliver services that assist clients on the road to recovery.
Skills:  
1. Ensures that all OhioMHAS, GOSH, or other required data extracts and reconciliation files are processed by established deadlines and distributed in a manner consistent with State and Federal privacy and security regulations.

2. Ensures proper security protocols are employed when HIPAA-covered or other confidential information is being exchanged. Proactively monitors IT systems for possible security concerns.

3. Designs, develops, optimizes and maintains automated Extract, Transform, and Load (ETL) processes.

4. Designs, develops, and maintains computer programs and operational procedures to facilitate collection of data and maintain data integrity during transfer, storage, and retrieval activities.

5. Responsible for day-to-day database management operations including configuring, administering, documenting, monitoring, and maintaining databases.

6. Manages user database access and security privileges for internal staff, business associates, and contract providers.

7. In consultation with ADAMHS Management, defines record layouts, data file formats, and file transmission specifications.

8. Assists in the development and compilation of datasets, reports and dashboards for internal and external customers.

9. Assists staff and contract providers with submitting required data to OhioMHAS, GOSH, or any other necessary system. Troubleshoots problematic required data submissions.

10. Consults with internal and external customers to analyze automation needs and objectives. Assists in the planning and implementation of IT solutions and provides technical assistance with training and support for IT processes, procedures and applications.

11. Responsible for analyzing, developing, maintaining, and troubleshooting IT processes and procedures that support internally developed and/or purchased software solutions.

12. Prepares and maintains technical and user documentation for internally developed applications, procedures and databases.

13. Helps identify and coordinate internal data collection needs within the agency.

14. Provides “help-desk” service to internal and external end-users. Assists in troubleshooting internal and external IT related issues.

15. Coordinates activities with other IT staff to optimize the use of the Board’s technology resources.

16. Maintains professional knowledge by attending workshops and reviewing professional publications.

17. Performs special projects as needed or directed.

18. Performs other duties as assigned.
