GENERAL PURPOSE:
Under general direction, performs administrative and professional coordination for programs managed by the Sound Transit Environmental Compliance Division, including control of published programs and plans, technical support of environmental programs, recordkeeping, and Environmental and Sustainability Management System coordination. Provides outstanding internal and external customer support and represents the Environmental Compliance Division and Office of Environmental Affairs and Sustainability in a positive and professional manner.

This job posting may be used to fill multiple positions.

ESSENTIAL FUNCTIONS:
Provides front line customer service for the Division, responds to general questions and routes higher level questions/issue to the appropriate staff member.
Serves as the Environmental Compliance Division point person on document control for required written programs, plans and routine records such as: monthly Discharge Monitoring Reports (DMRs) and/or other storm water (e.g. NPDES) permit documents, environmental inspection reports uploaded to capital project SharePoint sites, wetland mitigation tracking, construction compliance for sustainability-related specifications, Environmental and Sustainability Management System (ESMS) documents including audit reports and corrective action tracking, and Phase I and Phase II reports for potential property acquisitions. Tracks dates for updates, coordinates input from technical staff, and prepares final formatting of documents using MS Word, Excel and SharePoint.
Assists with preparation for delivery of Environmental Training courses, including PowerPoint formatting, scheduling of rooms, arranging equipment, and preparing agendas and handouts.
Assists with preparation and coordination of non-routine field visits with external staff, agencies, auditors or visitors.
Coordinates environmental audits including scheduling interviews, booking meeting rooms and equipment and arranging for PPE.
Performs routine administration functions to include reviewing reports, updating and distributing reports; recording meeting minutes as assigned; assisting with receiving invoices, arranging travel, and general administrative support.
May accompany environmental compliance professional staff on construction sites or field visits to assist with various duties.
Monitors registration, updates course schedules, and maintains filing system for the environmental training records in the Learning Management System (LMS).

MINIMUM QUALIFICATIONS:
Education and Experience:
High school diploma with two years of experience providing administrative or environmental technical support within a large organization, or public agency or a Bachelors degree in environmental studies, urban planning, environmental science, earth sciences, environmental management, or closely related field OR an equivalent combination of education and experience.

Required Licenses or Certifications:
None.

Required Knowledge of:
Work organization and office management principles and practices.
Customer service methods and techniques.
Communication techniques and strategies to facilitate responding to inquiries and routing calls and customers to the appropriate staff member.
Principles of business letter writing, research, and basic report preparation.
English usage, spelling, grammar, and punctuation.
Principles and techniques for the preparation and presentation of written and oral information.
Processes, procedures, and practices of budget monitoring and administration.
Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Basics principles and practices used in establishing and maintaining files and information retrieval systems.
Administrative practices for office management.

Required Skill in:
Using personal computer software programs such as SharePoint, MS Word, Excel and PowerPoint.
Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
Understanding the organization and operation of the Agency and of outside agencies as necessary to assume assigned responsibilities.
Applying principles and practices specific to the Division.
Demonstrating a positive customer service orientation with both internal and external clients.
Performing administrative support duties involving the use of independent judgment and personal initiative within established guidelines, policies and procedures.
Participating in the preparation and administration of assigned budgets.
Researching, compiling, analyzing, and interpreting data.
Preparing clear, concise reports, correspondence and memoranda.
Implementing and maintaining filing systems.
Typing and entering data, taking and transcribing dictation at a speed necessary for successful job performance.
Planning and organizing work to meet changing priorities and deadlines; ability to multi-task.
Applying appropriate oral and written communication techniques to various individuals.
Working cooperatively with other departments, Agency officials, and outside agencies.
Applying applicable federal, state, and local policies, laws, and regulations as it pertains to assigned area.
Applying appropriate oral and written communication techniques to various individuals including Agency employees, the general public, and liaison agencies.
Maintaining strict confidentiality with regards to environmental compliance audits, employee training records, and similar information.
Learning and understanding technical and/or industry practices related to environmental compliance programs.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
Majority of the work is performed in a standard office environment.
Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, chemicals, and extreme noise when conducting site visits, or working in the field.
