The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications to fill the position of Manager, Capital Programs.

Under the general direction of the Director, Capital Programming and Performance Analysis, the incumbent is responsible for the development and administration of the regional five-year capital program for the RTA system, which includes the Chicago Transit Authority (CTA), Metra and Pace. Provides strategic direction and leadership on critical capital programming issues to achieve the RTAís strategic goals and objectives, including the achievement of a state of good repair and the prioritization of capital projects. Analyzes and reports on the implementation of capital projects to ensure the most efficient use of resources to meet regional public transportation needs. Oversees the capital grant management process. Represents the RTA regarding capital programming issues with other government agencies including the FTA, IDOT, and CMAP. Directs and manages the capital programming staff.

Responsibilities include but are not limited to:
1. Develop the RTA multiyear Capital Program to maximize optimal use of available resources. Implement a prioritization process that considers strategic regional criteria as well as transit agency specific criteria. Evaluate the submission of the Service Boards five-year capital plans to ensure conformance with stated goals and objectives. Coordinate the submission and ensure the adoption of the Transportation Improvement Program to the Metropolitan Planning Organization (CMAP). Ensure coordination of the Capital Program with other parts of the overall business plan including operating budget, grants management and debt program.
2. Review and monitor the RTA multiyear Capital Program performance to ensure efficiency and effectiveness. Direct staff to enhance analysis and reporting on capital projects including the ongoing review of project selection and implementation, funding participation, programming requirements, budget revisions and amendments, grant close-out and reprogramming of funds. Review and analyze the data presented in reports. Develop and monitor operating and capital performance analyses that measure impacts on the Capital Program and the long-range strategic plan. Provide recommendations and direction regarding project related issues such as scope changes and budget revisions.
3. Supervise the administration of the State of Illinois Bond Programs including project development, funding coordination, grants issuance, concurrence approval and requisition processing. Oversee the Capital Grant reimbursement process to the Services Boards, monitor RTA and State Bond expenditures and monitor regional federal un-obligated balance.
4. Coordinate with the Service Boards and the Transit Asset Management team to update Service Board inventories, evaluate the condition of assets, and develop replacement and rehabilitation schedules and prioritization of projects to move the system to a state of good repair.
5. Analyze appropriate data, document transportation needs, and develop rationale to support funding allocations.
6. Advise and make recommendations to senior management and board members regarding capital investments. Identify issues, determine implications and make recommendations prior to Board actions regarding the Capital Program. Analyze financial policies to resolve complex issues considering costs, benefits and resources.
Skills:  
Knowledge, skills, and abilities, equivalent to a bachelorís degree in Business Administration, Public Administration, Public Policy, Planning, or a related field, or equivalent work experience. Advanced degree preferred. A minimum of seven (7) years of progressively responsible experience in program management and implementation with a public or private concern. Prior experience managing staff highly desirable. Strong emphasis on financial analysis, planning, organization, and communications skills. Ability to analyze complex management, financial and policy issues. Ability to formulate, initiate and administer policies and procedures. Problem analysis and problem resolution skills at both a strategic and functional level needed. Must have the ability to draw valid conclusions and project consequences of decisions and recommendations. Ability to prepare studies and reports concerning complex matters and write proposals. Ability to present and communicate ideas and concepts verbally and in writing.
