Job description:  
The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications to fill the position of Paralegal, Records, & FOIA Officer.

Under the direction of the Deputy General Counsel, the position performs highly responsible and confidential duties for the Legal Department which encompass paralegal work and contract preparation. The position serves as the Records Officer and is responsible for the development and implementation of the Regional Transportation Authorityís (RTA) records management policies and procedures set by the RTA and the Local Records Act. Also, the position serves as the Freedom of Information Act (FOIA) Officer and is responsible for receiving, collecting, and providing responsive information to requests made to the RTA under the Freedom of Information Act. This position also conducts legal research and manages discrete legal projects.

Responsibilities include but are not limited to:
1. Serves as the paralegal for the Legal department and is accountable for conducting legal research and managing discrete projects on an as-needed basis. Expected to draft legal documents including contracts and legal agreements, review legal forms and documents for accuracy, and maintain the law library. Manages RTA litigation docket, filings, correspondence and claims.
2. Works with procurement staff and project managers to prepare contracts and amendments in a timely and accurate manner. Input data online to expedite the approvals of contracts.
3. Serves as the Project Manager for the Records Retention Program. Provides training in records management procedures, policies and use of appropriate forms, as necessary to Departmental Records Officers in order to ensure the RTA is compliant with all related laws governing records.
4. Manages the off-site records storage contract. Maintains a retrieval system to gain access to records in storage. Coordinates and handles requests from staff for records to be sent to or retrieved from off-site storage.
5. Works with RTA staff and representatives at the Secretary of State Local Records Unit to survey records that are unique to the agency in order to compile and implement accurate and current records retention and disposition schedules to be approved by the State.
6. Assists in identifying records that can be destroyed in accordance with retention guidelines; approve the accurate and timely destruction of records by completing or reviewing Certificates of Records Destruction, pursuant to the Local Records Commission for the destruction of records.
7. Responds to requests for information in accordance with the Freedom of Information Act (FOIA) and prepares necessary correspondence to ensure that the organization responds appropriately to all requests within statutory timeframes. Compiles requested documents and ascertains whether documents can be released for final approval.
8. Prepares, types, edits, produces and distributes reports, tables, correspondence and memoranda for final report documentation and/or presentation to other departments or outside agencies.
9. Assists the General Counsel in preparing the legal departmentís annual budget and forecast. Maintains department paper and electronic files, ensuring that all filing is up-to-date and accurate, facilitating quick and simple retrieval of materials. Provides administrative support to the Legal Department and ensures the confidentiality of all Legal Department information.
10. Stays abreast of administrative procedures to ensure compliance in preparation of expense reports, check requests, purchase requisitions, employee timesheets, travel requests, invoice processing and other information as needed.
Skills:  
Knowledge, skills, and abilities equivalent to a Bachelorís Degree in business or business-related field and/or paralegal certificate/degree required. Working knowledge of office word processing software. Basic knowledge of legal research and writing and familiarity with principal laws relevant to the RTAís mission. A minimum of three (3) years of progressively responsible experience in administrative and legal assistant activities including demonstrated interpersonal skills, excellent written and verbal communications skills, and paralegal skills. Should possess a good understanding of legal principles, terminology and research techniques. Experience working with Freedom of Information Act issues in the public sector and knowledge and experience working with Record Retention programs and requirements. Must be able to use Microsoft Office software applications especially Word. Must be able to effectively and accurately perform a wide variety of duties with minimal supervision, in an organized, efficient and timely manner, exercise sound judgment, while working with confidentiality and discretion.
Minimum Salary: $56,000

The RTA offers a competitive compensation and benefits package. The RTA reimburses for travel at the federal rate for mileage reimbursement. Relocation is not available. For more information about the RTA, visit our website at www.rtachicago.com.
