Minimum Salary: $66,315.63 annually

Maximum Salary: $87,011.86 annually (Maximum entry $69,672.86)

Location: BC-Main Campus

Basic Function:

Under the direction of the Dean of Career and Technical Education of Bakersfield College, the Program Manager is responsible for managing assigned program activities associated with maintaining quality academic and student services programs.

Key Responsibilities:

• Serve as an employer liaison working with human resource departments and individual employers

• Coordinate employment outreach efforts

• Direct career connection events focusing on industry specific programs

• Understand local and state gainful employment and wage data

• Work with faculty to recruit special populations

• Coordinate and enhance Work Experience and Internship programs

• Coordinates the development of jobs on and off campus for work study students including jobs that meet the federally mandated community service requirements;

• Serves as liaison for students, staff and local/State agencies regarding federal work study program;

• Aids students in placement with agencies;

• Initiates, processes and monitors employment contracts and earnings for off-campus agencies;

• Assesses student's needs; provides advice and guidance in employment counseling;

• Counsels students on alternatives to work study funding; matches employer/student needs with skills and abilities;

• Develops and presents orientation sessions

• Perform related duties as assigned.

Education and Experience:

Minimum Qualifications:

• Any combination equivalent to a Bachelor’s degree and two years of experience related to area of assignment.


• A demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

Note: Degrees and credits must be from accredited institutions (Title V Section 53406). Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an evaluation service.

Knowledge and Abilities:

Knowledge of:

• College application and enrollment procedures
• Student services available at the college
• Modern office procedures, methods and computer equipment
• Principals and procedures of financial record-keeping and reporting
• Pertinent federal, state and local laws, codes and regulations related to the grant processes (Title V and ED code)
• Principles of public speaking
• Correct English usage, spelling, grammar and punctuation
• Bakersfield College CTE programs

Ability to:

• Evaluate and implement project goals
• Communicate information to individuals and groups
• Interpret and apply the policies and procedures of the college
• Interact with and motivate others
• Maintain records and prepare reports
• Provide work direction and guidance to assigned staff
• Understand and follow oral and written instructions
• Communicate effectively both orally and in writing
• Establish and maintain cooperative and effective working relationships with others
• Advise and track students

Salary Grade: D
