GENERAL PURPOSE:
Under general direction, provides property management program assistance to the Property Management team by providing oversight and coordination of assigned activities and functions within the real property program; supervises the day-to-day work and performance of assigned staff related to the drafting and execution of all Property Management's agreements; oversees and supervises the third party incidental use process; provides compliance oversight of all executed Property Management agreement terms and conditions.

ESSENTIAL FUNCTIONS:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Under the direction of the Property Management Manager, leads, plans, directs, coordinates, and reviews the daily work of assigned staff and consultants; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations, determines issues to be resolved to maintain schedules.
• Under the direction of the Property Management Manager, coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the division and all related staff and takes or recommends appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; recommends corrective actions, discipline and termination procedures as appropriate/necessary.
• Oversees and coordinates all third party requests for incidental use of Sound Transit property. • Negotiates, reviews, edits and drafts leases, licenses, easements, rights of entry, amendments and other real estate documents that relate to requests for incidental uses; reviews and negotiates comments; obtains legal and risk management approvals for documents that fall outside the parameters of the approved templates; prepares new templates and obtains approvals; negotiates and converts acquired agreements to Sound Transit standard templates; and reviews and edits documents and correspondence prepared by Property Management.
• Serves as Property Management liaison to the Federal Transit Administration (FTA) and if required, assembles document package for incidental use requests; upon receipt of concurrence, forwards a copy of FTA concurrence to appropriate Sound Transit staff and updates project tracking databases with new information.
• Serves as the Property Management point person for incidental use requests when working with municipalities, other agencies, contractors, community groups, internal groups for Sound Transit, tenants, landlords and the general public; coordinates and leads meetings with other partners, agencies and/or other third parties together with internal stakeholders.
• Manages and oversees compliance of all executed agreement terms and conditions including but not limited to federal, state and Sound Transit Board guidelines, payments, renewal dates, termination dates, and insurance.
• Manages and oversees Leasing Document staff on complex accounting matters, monthly and annual billings and works with Sound Transit's Legal Department to resolve tenant defaults and delinquencies. • Works closely with other Accounting and Finance staff to resolve outstanding accounting issues and provides input to the Property Management Manager on the program's annual budget.
• Participates in the development and implementation of goals, objectives, policies and priorities for assigned projects and functional areas within Property Management; recommend and administer policies and procedures. Manages special projects as assigned; suggests and tests upgrades and modifications to the EnterpriseOne system; train Property Management team on upgrades as needed; acts as liaison between Property Management, Real Property and Information Technology; and acts as point person for outside auditors conducting audits of Property Management transactions.
• Provides support to the department on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor's Degree in business administration, real estate, property management, or closely related field and five years of experience in commercial and residential leasing and property management with an emphasis on drafting, managing, and maintaining property management agreements such as leases, licenses, rights of entry, and easements, OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of valid Washington State Drivers' License.

Preferred Licenses or Certifications:
Possession of valid Washington State Notary license.

Required Knowledge of:
• Principles of supervision, training, and performance evaluation.
• Operations, services, and activities of a property management program.
• Real estate principles and practices related to property management and related matters.
• Laws, practices, and legal instruments involved in real estate transactions.
• Rental and lease agreements and procedures for negotiating and implementing such agreements.
• Pertinent federal, state, and local laws, codes, and regulations.
• Methods and techniques of property management.
• Understanding construction plan sets, as-built drawings, legal descriptions, parcel maps and drawings; building and city codes.
• Principles and practices of governmental budget preparation and administration.
• Principles and practices of customer service.
• Project management techniques and principles.
• Principles of business letter writing, recordkeeping, and report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skill in:
• Supervising, leading, and delegating tasks and authority.
• Interpreting, explaining, and enforcing real property management program area policies and procedures.
• Negotiating property leases and agreements, rent collection techniques.
• Monitoring program/project schedules.
• Establishing and maintaining effective working relationships with other division staff, management, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Reading, understanding, and interpreting complex documents involved in real property transactions.
• Applying project management techniques and principles.
• Preparing and analyzing data and comprehensive reports.
• Maintaining confidentiality and communicating with tact and diplomacy.
• Applying appropriate oral and written communication techniques to various individuals.
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery/equipment, extreme weather conditions, and noise when working at events and when working in the field.
